The City of Portland Department of Public Works is notifying the public that the Congress Square Intersection reconstruction work is now scheduled to begin on Monday, October 6, 2025. This project includes mill and overlay of the intersection, sidewalk and ADA improvements, installation of new traffic signal infrastructure, and lighting and landscaping improvements within the Congress Square intersection.

The public should expect traffic delays during construction. Traffic will be maintained throughout the duration of construction as follows:
Congress Street: One lane in each direction
High Street: Two lanes approaching Congress Square
High Street: One lane leaving Congress Square

The only exceptions to this will be during periods of milling and paving.

The contractor, Coastal Road Repair, has a contract with the City through July 30, 2026. Any work not completed this fall will be finished in the spring. The winter shutdown period for work is between November 30, 2025 to April 14, 2026.

Coastal Road Repair will coordinate disruptions of access to buildings from the sidewalk within the corridor. The intersection work will generally be conducted on one quadrant of the intersection at a time, and adequate pedestrian routing will be provided throughout the duration of the project to provide as little inconvenience as possible to pedestrians and businesses. The City is notifying surrounding property owners through a combination of mailings, social media, Portland Downtown, and direct communication.

This project is being managed by the Portland Department of Public Works. Please direct any questions, special needs, or scheduling concerns regarding this project to Kris DeVolder, kdevolder@portlandmaine.gov, 207-874-8817.

This project does not include work to Congress Square Park. That effort is being led by the City’s Planning & Urban Development Department and was bid out separately.
